My understanding is that if one sands down the metal you can prime it the safest bet or just paint on it from there and then put a poly or varnish on the painting when you are done if you choose to avoid peeling and scratching issues. Once the metal has been cleaned and is dry prime it using an exterior multipurpose latex primer or a latex primer that is made specifically for galvanized metal. The truth is that paint will not adhere to galvanized steel.

However if you want to paint over prepainted metal youre in luck. The acidity of the vinegar will further abrade the metal. The layer of zinc left on the metal after the galvanization process is meant to reduce corrosion but it also rejects paint eventually causing it to peel or shed.
